The only real solution I can see is to spend the money to take many of the properties owned by holdouts via eminent domain, and simply bulldose entire blocks and even entire neighborhoods.I actually wrote a thesis on urban homesteading programs, with an emphasis on that in Minneapolis, MN.  

These commercial deals are cash flowing, the emphasis on the sponsor can be somewhat less, but when it comes to these house rehabs and flips, you have to be careful.

I definitely believe that bank-owned properties have a ton of value for investors all across the country, but because most investors are placing the emphasis on these and flooding these areas of the market, the home-owners are left with properties they can't sell because everything around it is going for so much less.

I am primarily wanting to do rehab deals with an emphasis on providing solutions for properties with adverse subsurface and environmental conditions throughout Los Angeles.

I am currently in school for Business Management with an emphasis in Entrepreneurship and I will be graduating in September.

Non Owner Occupied loans or loans made for investment purposes are not excluded from the protections, they are afforded the protection but Primary gets more of an emphasis.  

I don't put to much emphasis on Cap rate.

Currently, rather than focus on how to leverage what I believe is the inevitable legalization, much of the emphasis from community and civic leaders is on developing the tourist industry, while trying to bring in light-medium industry and better utilize the harbor.

Then maybe try a house hack and build your skills with management and small (emphasis on small) repairs.
