The note from the first seller is only $88,600 so you have more than enough equity remaining to place it in second position which leaves $61,400 in equity on the new property or about 4%.The first seller continues to receive payments and has sufficient collateral to cover the note. 

After establishing or continuing it as a rental, I'd like to move there myself for at least half the year.Question: What are people's general opinion on PR in 2024?

Continue to network with people in real estate, go to real estate meetups, connect with investors in the forums. 

Before you get there I would try to acquire a few properties however you like such as creative financing, just to get you some cashflow and to continue to grow your portfolio.
