I am certainly not endorsing this as something I would personally necessarily support, it's just the way stuff like this has panned out in the past... we have a Supreme Court that for over two centuries has acted wildly beyond their explicit constitutional mandate [sometimes in really beneficial ways], we have a Fed, etc.

But as for neighborhoods you might could find a sfh under $150k to rent out profitably, I have recommendations.Argyle Forest - lots of 80s and 90s construction sfh and townhomes, so these properties generally just need small renovationsLakeshore - 1940s homes, values rising, inside an "Economic Opportunity Zone" so some extra tax benefits to investing hereSouth Riverside and Lakewood - mixed bag of 1920s and 1950s homes, adjacent to some very nice neighborhoodsArlington - large area with multiple sub-neighborhoods within, mostly mid-century homes, more cheap listings but not as nice of an areaAnyway I hope that helps.

Words can't express my gratitude to you guys.After preliminary research, I can tell that a number of the homes in the town where I have my rental don't have HVAC and largely seem to be boiler heated, which doesn't come as a major surprise, given that A LOT of them are built early last century and aren't very conducive to HVAC by design.Judging from the dialogue here and further reflections with my principal contractor, I think we are sticking to our initial plan of boiler/insulation/ceiling fan combo, but once we've demoed everything that needs to go anyway (some ceilings and walls) and created a much more operable working space at the same time for installations, we are going to bring in professionals to get free quotes on HVAC and mini split systems, if anything, for future reference and negotiation fodder on the next property purchases.
