A failed pressure test or known electrical issue would prohibit this@Shelby Ek  If the the property did not fail the FSM pressure test, a buyer would be able to turn on the water

ask them to confirm they understand your policies (no parties, no extra guests that aren't included in the reservation, etc.) before accepting their reservation request. 

Many sellers will not accept this since they are in second position, and it is very risky since if you default (higher probability for investors with no money and/or no skin in the game), they will most likely be wiped out during a foreclosure.

Additionally, don’t overlook the opportunity cost of pulling money from your 401k—those funds could have been compounding in the market.I’d also suggest stress testing your ROI by running scenarios with higher expenses or lower rents to see how resilient the investment is.

I'm not a huge fan of constant buying and selling - it's just too much damned work at this point in life - but for sure I would jettison anything that wasn't making an acceptable profit, and if you have any RE you should know this number.

So as a NON CA world traveler, that was the "feel" of southern CA; tons of amazing potential and weather, views etc but with 3rd world problems that seem to be accepted and ignored by all.
