You want the notice served by a third party process server and they are notified you will evict if they chose not to leave. 

I do this for servers and bartenders pretty often. 

My only question is, can you keep that VPN permanently enabled on all of your devices.

As far as serving notice, local laws may prohibit you from doing this yourself anyways, but if you have the option you can hire a process server if your 6th sense is going off
