I've been looking into areas in Wisconsin and North Carolina  (I chose these areas  because I have people there who could potentially help me out in the area) but all market ideas are welcomed. 

Many military families that move to Moore County NC (Pinehurst, Whispering Pines, Carthage, Cameron) rent a place for a year to see what it's like, and find out more about what area they really want to buy in....maybe move somewhere and rent 1-12 months to get a feel for if you want to buy/live there.Find a good real estate agent in whatever area you decide to buy in. 

I would like to see if there is any more lead time available or if North Carolina doesn't publish them. 

Do I establish each LLC in Florida and create a foreign LLC in NC/DC or is there a more efficient route? 

In NC, I can't find REO's that the lender wants to sell. 

I am still looking everyday in my market ( Fayetteville, North Carolina) for a deal that makes sense and that i can make happen.

I know if card X is charged, it's the cleaner at my North Carolina short term rental, for example.

City of Greensboro NC the department of housing pays for a 3 bedroom unit a sum of about $1700/month for section 8 tenant.If you buy a 3 BR SFH property for less than 160k then you can make at a minimum of 300 per month per unit considering all expenses other than property management.If you include that then reduce anoth 80-100.This is all assuming interest rate of 7%.
