Why not buy new construction in the south east or mid west, and pay 100% cash (since you can still buy houses for 200-300K that are brand new in these areas)?

In general, you're going to make more money on solid middle class flips but you're going to need access to more capital to get it done.

You don't want a failure in the middle of winter.

That means the same kind of financing that you will find for an STR in East Tennessee will be a far cry from what you would find in Costa Rica.

Maxmimum loan amounts for FHA are the same across the nation for the most part except for the high cost areas of the west, east coast, or specialty markets like Aspen, CO Los angeles, New York, NY, and others as they have higher limits for 1-4 unit FHA loans.

That said, I'd install a middle-grade plank vinyl--now called luxury vinyl plank (LVP) and make sure it is "waterproof". 

I'm married, have three kids, and I live in an upper-middle class type suburb with the lawn and the white picket fence and it costs so much these days to keep a family there, it makes me worry about the future for my kids.
