Sometimes, they just see what they can get away with, especially with a property manager who will just blindly cut checks on any invoice that comes in. 

If you were, and you wanted to bid on the property, your broker is supposed have you relinquish the listing to another agent and then you can bid blindly like everyone else.

Most of our syndications are a "blind pool" meaning the exact property hasn't been identified yet but we have the specific parameters identified that it will meet. 

The guy in the unit below was blind, so he was walking in the blood everyday.

So I see that as he wants a blind offer so he is basically looking for an out of state investor (ie: California all cash buyer)  hungry to get a slice of the St.

But perhaps, I am just too excited to finally get a property that I am blinded.

I just don't think you can blindly choose one vs the other without knowing the numbers behind the rental currently and what you plan to do later (is there a larger renovation upcoming?)
