You can do this by going to Chamber events or networking events (Comm RE agents) to get to know the leaders in your community.Arrange a partnership where you go as a "entity" to a strip mall owner (who is motivated to sell - check out Loopnet, etc).

You can also file with the Department of Real Estate, the BBB, the Chamber and the local Prosecutors Office as a bait and switch tactic.If the lender is an insured bank, you can file a complaint tothe FDIC, and state Banking Department, National Banks would go to the Comptroller of Currency.You can also speak to an attorney.

The second floor uses a boiler and it stated on the bill it is 76% efficient, and will need to be replaced soon. the chamber is collapsing and is in poor condition.
