I'm still a newbie here, so my advice should be taken with a grain of salt, if at all.Since you have no up-front cash, maybe you could begin searching for properties in nearby areas that are in decent shape... not perfect shape, but not horrible either.

It is caused by salts/minerals in the material composing the mortar, or brick itself, being leached out (by moisture) to the surface of the brick.
