I would look at North OC (Costa Mesa, Fullerton, Brea, Tustin, etc.) these areas have more nurses etc. to get the MTR income up. 

I learned a lot about the opportunity of investing out of state since I go to school and live on the West Coast and houses here cost a lot more.

Shouldn't be much to have a plumber scope the lines with a camera.The check toilets down then into the main line going out to the street.If it's septic they do a pack and die test to check for leaks going out to the tank in the yard.I don't know what the cost is to test a house.I figure a few hundred as when they do apartment buildings of 30 units and up it takes a couple of days and cost a few thousand.

A new construction basic duplex in a GOOD part Jacksonville, Orlando or Tampa is going to cost a minimum $600k, I am not as confident that you will be able to get at-least $6k in monthly revenues (location specific) compared to the alternative.

Imagine doing it right to follow the rules would cost a lot of attorneys fees and time for an individual investor...If you have 100k to invest but then are spending a bunch of  it on legal fees and paperwork there goes the tax savings right?..
