Something as simple as getting the gas stove installed required a permit to be pulled.It is different for every town, city and state but definitely worth checking out.

This will allow me to make my current residence into a single family rental.My Residence now is in a rural setting and is heated with electric baseboard and a wood stove in the basement.

If the appliance cord on the stove burns out, I'll fix it. 

However, to answer your question directly, a stove in a low income rental does not cost the same amount as a stove in a $2000 per month rental.

New carpet in bedrooms, new cabinets and stove, new bathroom. 

So in a few weeks will need a full set of appliances: fridge, dishwasher, electric stove and fan.

Same as when our middle child stuck his hand on a hot stove and got burns.  

I do not know about CA, but if its a gas stove..... you want to supply it !
