I would think, on the other hand, those effected properties will have a signification price / value drop so you might be able to get some from those who just don't want to deal with that or just walk away.I'm a long term investor (10+ years) so i would worry about global warming, sea level rising, stronger storms and more flooding so i would probably avoid areas that was historically effected or might be effected in the near future.

So in short, I agree with everyone else who has responded in saying that overpaying for a property is a bad idea, or even offering to overpay in hopes of having a negotiating point later.I'd say wait and be patient to put yourself in a stronger and more stable position where everyone can win.

@Peter Hanson...yeah nothing really cash flows in the whole SoCal area from what I've seen..plus there is strong rent control with the threat of it becoming stronger on the upcoming November ballot.
