It’s really pretty clear from their statues and history what is okay and not okay.I have read quite a bit of the state and federal statues and it is pretty clear what the regulations are trying to prevent and trying to accomplish.

It gives the upgrade appearance and some patterns look like marble or granite.Vinyl planks are nice but in a  building common area in NYC its the "wish i had real hardwood" look.

Where is property, what's price point -- no granite nowadays, go with Caesarstone (or Corinthian) -- less than marble but a little more than granite -- don't get granite -- not so hot anymore; change cabinets; open kitchen; LESS rooms is desired -- if you have formal living and dining and separate kitchen, see if the architect will let you tear down all these walls. .All you want is a GREAT ROOM with kitchen, living, dining, separate bedrooms -- AND MAYBE -- if you have room, a home office/den/office (no windows needed).... appliances -- Viking/Wolf will do -- no need to go to Miele or Gaggenau for middle of the road.Fresh coat of paint of course.

The statue says it "terminates the lease" and doesn't give back security deposit either. .... my tenants prepaid 6 months of rent which only applies to the last 6 month this of the lease terms.

.- The statue roughly says: if an owner occupant seller finances (their first deal per year) they just need to do a best effort to make sure the borrower/buyer can make monthly payments.
