Instead of using mulch which you have to refresh every year, I use decorative rock in my flower beds.

Create a little raised mound and landscape it nicely with bark and flowers.

Doesn't have to cost, just take things out of your own house for the fireplace mantel and some flowers or pretties on the kitchen counter. 

I think removing the vines/bushes and putting some mulch down and some new bushes/flowers should help.
