Can anyone give me some opinions and reviews on Camera Surveillance systems for a 7 unit apartment complex?

We only install surveillance cameras because we use them to observe our property.Cameras can be a bit of a mixed bag.  

What surveillance system have you worked with and do you recommend. to be budget-friendly and effective (Ideally, I like to lower insurance payments by adding a surveillance system to the property)

The bigger commercial developers in my area use video surveillance.
