@Delmas Edwards that house is LOVELY from the outside, so much curb appeal! 

Just get an eviction company to come take the person's stuff out to the curb, and either change the locks yourself or have a locksmith do it as soon as they are out. 

It’s an easy process, but can get pricey based on the depth and what needs to be dug through (and later replaced)There snare companies that do trenchless replacement - basically a hole is dug at the curb and the new pipe is pulled through the old pipe, breaking up the old pipe in the process.

Landscaping, painting, curb appeal, signage.

There are smart devices that can plug into your electric panel (see Energy Curb for example), but you would still need to figure out internet connectivity so you can remotely monitor it.

The City of Newark will not take any construction debris that you put out in the curb.

That is my major concern, my other is just the curb appeal.

I think that curb appeal outside and inside is very important. as the saying goes- you only get one chance at making a good first impression.
