Seems banks only want to lend on the purchase price or charge astronomical interest rates and high points to do a cash-out.

I personally would not recommend doing this as the interest rates are probably astronomical (compared to other types of financing and deal structures) and you could always find some private money to partner with that would decrease your operating costs and wouldn't hurt your credit if you can not move a piece of land.
