Well I advise that you either you find a well qualified person who can do it ( Honestly most people on Craigslist just slap together something and charge you a few hundred.)I would recommend a wordpress based site for the fact of updating it is simple & SEO for it can help you rank high in searchesif you need help or anything just send me a PM :)

I highly recommend using wordpress as a platform as you can create content easily and if you use the correct themes which have been scrubbed of spam links, etc...
