For data center development, if I were you, I'd focus on working with county economic development offices.

Henderson features a mix of affordable and luxury options, steady growth, and proximity to major employment centers.

Can it be an austere event center where a pavilion might be needed?  

For older demographics, consider the availability of medical centers, entertainment, and restaurants.Buildings/Permits: Assess the city's growth compared to previous years.Determine if the city can accommodate future supply.Government Regulations: Examine the city's efforts and the type of businesses they are targeting.

We’re getting a small shopping center installed supposedly by the end of the year (Marshall’s, Tractor Supply, Grocery Outlet) plus investments in a second “downtown” strip.
