The labor and materials cost varies widely in different markets.

The right contractor could do it for close to that if your prices listed are labor only.

We don't use heat pump systems in the Midwest, because the winter is too cold, but I just Googled your system and your contractor is making a killing on labor.

(We manage our own because they are local)  Not only do we get our bi-annual 'tune ups" but with our service agreement we only have to pay for parts, not labor, on any repairs we may need throughout the year. 

It can work but it is very labor intensive.
