I'd like to get to a place where I could have enough cash to make all cash offers and possibly get better deals that way then refi and pull the money back out but then again I haven't got this all figured out yet which is why I'm trying to bounce a few things off you more experienced investors.

Once the late fee is charged, you should not accept any payment unless it is in full, including late fees, and in certified funds (cash, money order, cashiers check) so you aren't waiting for a check to bounce.

The tourist industry will bounce back, but it may take a couple years so you may want to wait a little longer before purchasing something.If the tourist industry really takes a hit in 2020, you could see a lot of investors sell their vacation rentals cheap just to survive.
