Hello @Federico Costa,I built my portfolio by house hacking (holding for a while, and later using a 1031 exchange to acquire more units) here in the Portland Metro. 

Call your local well and septic guys and describe the area and slope and see what they give you for a ballpark cost.  A

What all-in cost (purchase/rehab/holding cost) as a percentage of ARV is the most you’d consider for a full rehab on a 16 unit multi family that’s been gutted to the stubs ( Owner is in bad health and after replacing roof has don’t nothing else). 

But properties will cost a bit more.

In Playa del Carmen, there is no more land available in the most interesting areas and, even if there was, it'd cost a fortune.

I just got done building a list, and I can tell you the costs are high for a drilled down list, one I built ended with only 607 address will cost a $400+.  

A property management company should be able to assist you with this, but depending on the damage done, this could cost a lot of money.

I'd like to finance as much of the cost as possible, but also want to take advantage of the historic low interest rates.

I try to keep the cost as low as possible.
