Government operates the same way.The maliciously bad landlords (criminals, for all intents and purposes) will ignore the law, figure out how to fudge the paperwork, or avoid detection so it won't do anything to prevent a fire or accident or injury in their properties because the city doesn't have the manpower to go out and enforce it without a complaint.But hey, in the meantime it'll make nanny state bureaucrats feel like they're doing good deeds and fill the city's coffers off the backs of the good landlords at little or no cost to the city, so of course they'll figure out how to push this thing through.

They wanted me to sue the ex boyfriend for the other $1500, but I knew it would be too hard to collect, plus his parents died in a car accident a few weeks later so I felt bad for him.Bottom line, you never know if they can pay unless you give it a shot!

@Skye AndersonExactly why I self manage .. look at any horrIfIc posts on here by frustrated landlords wIth nightmare tenants that show a place trashed out and full of bed bugs and roaches .. 9 times out if 10 they had a professional property manager that never inspected the property !

Not to say anything but I survived serious cancer in 2012 a major car accident in 2017 where I spent 60 days in the hospital and 90’days in rehab then a triple bypass in 2018.
