I bought a house that had the bathroom fan vent into the attic, and the inspector said that it had to be re-routed outdoors somehow. 

If so, and assuming it can still be re-attached (wasn't sure since you mentioned it was "ripped off"), then I'd charge the tenant for the full cost of replacing the handle.
