Balanced budget, sufficient reserves, not too many units with delinquent HOA dues, watch out for a high percentage of units owned by 1 single owner/entity or high rental concentration in general, and see what major projects have been done recently and plan to be done in the next few years.As others have said, it's about the numbers.

If you look at VRBO/Airbnb you'll see a strong concentration of where Vacation rentals are so that's where I'd be looking, because residential areas that don't have other people doing it most likely have some form of restrictions.
