I also require they use furniture pads on all furniture-which I provide to them at the beginning of the lease so they have no excuse not to.

We estimate about $15 - $20k per pad site to build and we are allowed 7 mobile homes per acre but could get twice that if we did RV spaces.

Taxes for the year are only $2,800, so that's hardly going to brake the owner.  

But since we didn't have the right brand of pad locks to put on the door, they refuse to pay us for any of the work.

These would have had dirt floors originally and you can still find a number of properties with dirt or brick directly on dirt floors in the basements. though most have poured concrete pads.  

Maybe a market report and a branded note pad with a magnet on it.  

My contractor's pricing has been coming in toward the low side of the estimate range, but I would use the high side estimate and maybe even pad it a little to account for a worst-case scenario.  

Small-ish parks like this just don't command the high prices that 75+ pad parks do.  

The first time, we actually found (the manager never noticed) where the tenant moved the gutter drain spout to where it was flowing under the HVAC pad, eroding the soil under it.
