I have seen " wish " plans whereby the city approves and architect plan producer write things in that are not possible or cost prohibitive.

For example the architect of a lot of the crazy tenant laws put in place here is a high school graduate - she has no education in economics, real estate, history or anything..... 

Under $400KI have a architect/structural engineer working on basic house plans.

Also, in the city I reside in, 2nd story ADUs are very controversial due to privacy concerns and so the city has imposed height & size restrictions, prohibited balconies & decks, restricted location of exterior stairs, requiring opaque windows and the like.To start, I would suggest an architect who has experience with ADUs who is familiar with the variances of your jurisdiction.Good luck!
