Following this advice may not be suitable in your area.I would save the cost of getting a real survey if possible. 

I have scouted several properties that i feel may be suitable for me to live in.

If all utilities are direct billed and tenants pay you directly then the Manager is just being eyes and ears for a steady state Park - free lot rent alone is suitable especially for a 20 pad Park where very little should be happening except some minor maintenance coordination.If you're infilling lots and doing lot of changes then this will need to go up.

2) People are still displaced from hurricane Harvey and need suitable single-family or multi-family homes to live.

After working with an agent of a little over a year, I have been unable to find a suitable investment property as most in my area are which are listed are overpriced for investment.  

However, I have not seem to come across any that are "suitable" in my area.

The part that I don't think is valid unless Maine has some strange law, is that they are holding your parents accountable for finding a suitable replacement tenant. 

I think it is more suitable for flips or just gambling on appreciation lol.

The law states just that, the tenant even thought they have moved out is still responsible for rent until the landlord finds a suitable tenant.
