We generally talk with the person by phone to determine their reason for using the deposit for their rent and it is always spelled out in our lease agreement that deposit money will be refunded within 30 days after the move out date. 

The agents would tell me the baths and kitchens were outdated and other landlords were offering better looking apartments.

Be sure to spell out the prorated rent for the extra days and their specific move-out date.
