I'd say start the process of securing your HELOC if you havn't done so and spend time analyzing deals and determining what type of investor you are looking to be. 

Thank you all who responded, I plan on spending some time driving the neighborhood and talking to anyone at the local coffee shop who will talk to me. 

Based on the questions you are asking I think you need to spend more time listening to podcasts like Bigger Pockets and Bigger Pockets Rookie.

Also, having a rehab budget already laid out with explanations on how you got the numbers would help and is definitely a plus when I look at deals even though I typically wont use their numbers it at least shows a little more effort. 

A lot of people spend their time doing this, but it's not a good use of time because it can not teach you anything relevant without seeing each one in person.

If you go over budget, you'll be forced to bring liquidity you may not have to the refi closing table.

While we were a bit over budget and slightly over our projected timeline, we were still able to force appreciate the property by $100k.

If it's a massive budget, lenders may peak in a bit more, but definitely doable. 

Time is a valuable resource and "spending" it everywhere at once isn't worth the effort.
