Hi Jacob,It seems to me that (IF) Solar Panels were such a big bonus, that the State of California (a sunshine state) would not have to pass a law FORCING people to install them on new construction.It seems to me that (IF) they were such a big plus, that the ALL new builders would self install them without being FORCED to do so.

You should require them to pass a screening first to ensure it's a legitimate service animal. the easiest way to do that is Petscreening.com which is free to you and $20 to the tenant.Always require them to pass the screening BEFORE they put the animal on the property.There are 17 more things to consider but it wouldn't help.
