It takes an owner to legally contract work on a property and getting permits can also be a problem as the permits are by contract with the onwer for a contractor to pull or the owner needs to get them.

This can be a problem as the lender looks to cash reserves for operations and, if cash is taken out before the buyer has title, it's a seller concession.
