I have anxiety just from reading their posts.

You can discount the rent to someone in need, because of the disability, but that disability (I don't care if it's anxiety disorder- it counts) is what protects that tenancy from being a "illegal rental" under city code, because city code is no longer the prevailing jurisdiction, federal law is. 

Josh, there is nothing that can compare to the anxiety a parent feels when a child is sick.
