I never knew in my personal home that there was water leaking in from the outside into my panel until I did a bathroom and kitchen renovation; the wires were frayed, rust in the panel (just a hot mess); the electrician said I was ONE lightening spark away from a hazard (including death or injury of myself or my family).

get it really clean and wire brush it or use some kind of chemical to lighten/brighten it?

It is about 5 steps lower than the rest of the main floor.I want to lighten it up by painting the brick.

It looks like a smaller house, so you want to lighten it up as much as possible.

Just keep in mind you can mix some colors together or lighten it with a little white paint.
