I gather that an accessory building less than 120 sqft is exempt from building permit, but must still be constructed in accordance with the building code including foundation and slope setbacks and other hillside construction requirements.

Even if you try to affix the home then it can be deemed an accessory building so point is if city doesn't want it because most laws don't address it directly they will say it is not allowed because of some law.
