We stained and sealed them for about 50% of the cost of the off the shelf prefinished cabinets.  

Of course a landlord from Ontario would never be able to make a decision based on prior evictions because all eviction records are sealed in Ontario.

If it does I can apply some Zinsser BIN to seal it and install new flooring.

If you can completely seal from all sides, MAYBE it will work.

I guess I'd really hate to have my fate sealed on this property before I even buy it, if I even buy it. 

You won't need stamped/sealed drawings for permits unless its over ~4000 sf but varies from state to state.  

As even if they did it would likely be sealed.  

Or put in additional piers and level the floor with self leveling concrete.If I choose this option I often times cover the entire floor with concrete and dye and seal the concrete for a beautiful low maintenance floor that makes the repair cost not much more than new tile.

.- Repair: The flashing on the bump out should be properly sealed to avoid leaks.

From what I understand, such details on minors under the age of 18 are sealed and not accessible.Generally, however, minors who have felonies usually have parents who have a criminal record as well so look at the parents/Guardians criminal record if you want an idea of the minor's record.You may ask questions regarding if the minor has a criminal record although it does not have to be answered by the applicant. usually if they don't answer, they have a criminal record, however, so keep that in mind.
