But all societies have at least an unspoken order of citizens and socio-economic classes.

So, if I didn't require it of American citizen students, I couldn't require it of anyone else.  

And if they are non-citizens from Mexico, they will be afraid of getting in trouble or making you mad, so getting direct, honest answers from them would be very difficult.If you can market to a pool of tenants you understand better, I think you'll have better success.  

I don't want to see my tenants lose their belongings due to a misfortunate event, but I won't require it because then I have to track it, and I see it as what the government is making it's citizens do.

We now require:  Vet records showing breed, age (no puppies), and current vaccinations, current city license if required, renter's liability policy with minimum of $100K with us as additional insured, AKC Canine Good Citizen Certificate for out-of-state property manager properties, personal dog interview for self-managed, and 1.5 months' security deposit versus approx. 1 month we used to charge, all refundable so they have incentive to keep unit in great shape.  

Does she think she's being a good citizen by narking them out?

I ask if they have the AKC Canine Good Citizen certification as well.

You may have to speak to them a few times before they make any changes.If that doesn't work, then you can call the Citizens Service Bureau and they will report the problem to the appropriate organization while you will remain anonymous.

I have an interesting question I haven't encountered before - I have Canadian citizens (relocating because of work) interested in my rental home. 

I think it's a great thing to see a landlord who has business sense and a heart, especially for senior citizens!
