EPA, state environmental departments, state utility commission, you'll need an emergency prepardness plan, on call maintenance, 1-800 number 24/7, billing and accounting showing usage and stats.

The question is that the monthly rent at majority of the multifamily apartments in Baltimore are including the water usage as  the property owners pay for it and you have to compete with them.

Every local level utility provider does things under their own rules.There is no standard in Ohio law on who is responsible for what exact services...you certainly have obligations, but one of them is not paying for your tenants water usage.

Keep in mind that you may be liable for a child, visitor, or even him getting injurer on site... or for some other damage (kids burn the house down or who-knows-what) that stems from his inappropriate use of the single family home.
