I did a good deal of research on an identical concept in the Palm Springs, CA area, and found multiple roadblocks - especially when it comes to classifying tiny homes (keeping them on wheels and calling it an RV is not going to fly everywhere, and if one is being used as a permanent dwelling - if you or a property manager lived there - then it usually has to be over a certain square footage unless it's designated an ADU, which means you need a permanent structure on the property anyway.
