I would get a professional to do it.I have seen tenants get paint all over the carpet,hardwoods floors,counters,etc.I have seen them ruin vents,not tape over electrical outlets and plugs etc.Ruined some of the switches and had to be replaced.The can improperly dispose of the paint and chemicals as well causing a liability.The fact that they have been there 3 years is worth something.Maybe you could have them extend the lease more in exchange for painting the unit or slightly up the monthly rent or you could ask for a paint deposit to be held and if upon move out it's not changed back to white walls you keep the deposit.

Some contractors specialize in working on pretty homes for people have cushy desk jobs and have no clue how to add an outlet other than to sign the check.

As Steve mentioned, market heavy to the neighborhood (direct mail, local news outlet, etc) a "preview" day where you tour people throught the property 10am - 4PM.

As for the interior, here is the high-level order: - Demo - Mold Remediation - Framing - Rough HVAC, Electrical, Plumbing (any order) - Drywall - Carpentry (Doors, Windows, Subfloor Repair, etc) - Major Concrete/Tile Work (Fireplaces, Showers, etc) - Painting - Flooring in the Kitchen and Baths - Cabinets/Countertops - Sinks - Finish HVAC, Plumbing - Finish Electrical - Additional Tile Work (Backsplash, etc) - Appliances - Flooring in Rest of House - Trim - Outlets/Switches/Registers/Smoke Alarms - Mirrors/Towelbars/Other Finishing Details - Cleaning Some things can be done in a different order.

This usually involves new outlets and wiring in some rooms.

Removal of electrical covers (switch and outlet plates) prior to extermnation is recommended.

If they do, make sure that the property has been retrofitted with CO/ALR outlets and switches.

My electrical/mech plan was basically the floor plan layout with locations of every fixture, outlet, light switch, faucets, etc.

There are "discount" stores, surplus/outlet stores and habitat for humanity "restores" in my area that have great deals, but a very spotty selection.
