When I've seen this it has been because the walls weren't constructed well and there are drainage problems causing the moist soil to push inwards.

Rocky soil or expansive clay?

They've done soils testing over the years in order to get the go ahead for community gardens and were approved two years ago.  

I would start with the caissons and then find the concrete guys. 20 ft deep is not that deep unless the soil is challenging.
