If I was shopping for a new one I'd be avoiding markets that are really saturated with STR's, because underperforming STR's are often becoming MTR competitors.

If it really is cat urine and you have carpet in there, you may need to rip it out along with the pad, then check the subfloor and, if not too much damage (as in the urine hasn’t fully saturated the plywood), bleach, killz, an ozone unit, the replace/ reinstall the flooring.
