For example, I've heard some people will multiply the square footage by anything from 10-20 depending on basic observations of the condition to get a rough number for rehab.

My gut feeling is yes based on my observation that wholesaling is quite popular in areas where prices are "low" or inventory is normal to somewhat high.

The dog was smart to sty away, critters will run from humans, usually, but may fight other animals when cornered and any dog can be bitten, so you just avoided a vet bill and a period of observation.
