Like other government backed loans (FHA ,USDA), even a few square inches of peeling paint will result in a rejection. 

We recently had a deck built the top riser was off 3/8 of an inch the inspector made the contractor rip off the entire set of steps.. and start from scratch.. so before you start making the landings narrower..( any restrictions on width) I'd call inspector..Can you add a landing on the ground level a base platform if that's the section of stairs that's off.. or a cement pad..

Keep inching up and they may just give in.
