With permit, benefits are 1) get depreciation and other tax write off benefits since it’s a permitted investment purpose ADU, 2) probably better for resell value, 3) have a separate address and don’t have to bother sorting out mails for our legal tenant, etc. without permit; benefits are 1) no hassle to get the permit, 2) no permit fees, 3) no tax on rental income (as it is more like a “roommate”)Has anyone gone through a similar situation before?

Similar story - I'm basically writing off the 10k at this point. 

The reality is the opposite - if it's not in writing then the PMC doesn't have to provide the service or can charge extra for it!

Totally agree , and when a home inspector looks at a house built over 100 years ago and writes a report based on current codes . 

We did receive the ROW request in writing from TxDOT.

For my clients, in every city I am set-up in I have an agent who pulls all the comps and writes up an opinion on the value based on size, area, finishes, market. 

I would probably inform the landlord in writing that the 2 bedrooms will be painted in an off-white like SW 7008 Alabaster.
