Not sure what the rules are federally or locally, but you may want to see if you can encapsulate the paint instead of abating it.

My personal rentals have all been upgraded to encapsulate possible lead containing materials I would make failure to pass testing a grounds for termination of tenancy.     

If bleach is used, it will be necessary to encapsulate the mold with an encapsulating paint.

Or trying to predict if you will still be able to address lead-based paint with encapsulation 10 years from now or if they will decide that full remediation has to be done.  

If it was on pipes and you want to leave it (the law requires proper handling and disposal) you can wrap it (encapsulation).

I presume the house would be encapsulated with many warning signs that would at least stop the vagrants, vandalism, and graffiti.

Just slapping on roof tar in the area is a recipe for future disaster.As for anything suspicious, (unless you are trained and test it, you do not 100% know it is mold), mold procedures are; remove it, remediate and encapsulate. 

.- Blown insulation in attic- New deck- Crawlspace remediation and encapsulation- french drain, sump pump, blown insulation, vapor barrier, dehumidifier.- Landscaping front and back beds.

Without knowing exactly what opening title encapsulates, I can guess that seller has essentially started processing the paperwork and such with the other company.

Those paints aren't encapsulants.
