Shocking, is there any legal citation for this online I can look up? 

Last thing you want is to receive a citation from the city for an unkept lawn and it not state in the lease that it was the tenants responsibility.

@Matt Slease, have you followed up with the police to see if they have issued citations?

I am worried that what I don’t know could result in citations in the future, and I would hate for that to be because I was ignorant of the rules. some recent bits I have recovered through asking around the past few months:-Chicago compliant exit signs must be steel (and obviously overpriced)-an electrician told me that storefronts are required to have a 110v outlet on the ceiling near the storefront window (for window lights I guess??).

ALWAYS run your numbers, comps, perform due diligence, visit the property (if possible) and/or look at the neighborhoods, actually  talk to neighbors, look for what zoning allows in the area, open citations, violations, etc.
