There may be criminal action because the water/sewer could be a super lien against all the owners and a special assessment would have to be done to cover that.As for the foreclosures on the other units, if the owners take over the HOA, if they move quick enough they maybe able to issue a super lien if the developer has not been paying their HOA fees (which may be the reason for the deficit) or if a special assessment is done.

The buyers agent will then explain this to their buyers and also likely explain to their buyers that they will need to pay out of pocket the 1% deficit ( assuming the buyers rep agreement says buyers agent will be paid 3%.)

If there is a transaction in the works, this activity can drain 2 hours or more each day.Review and reflection is important because I like to track all aspects of my life, from calories consumed to dollars spent, and of course contacts made and transactions in the works.

As for charging them, I bill my tenants for pet waste cleanup when they let their dog deficit in the yard, because it's in my lease.  

There's a trust deficit when realtors and lenders buy or sell real estate.

I dont think adding laundry to the upper will make up this deficit.

Given that his goal is "creating a financing platforms as to enable the deficit agents in real estate get funded without no extra cost and waste of time" I'm gonna wager it's a scam.
