The complete kit includes all the parts (fill, flush, flapper, bowl hardware and gasket/seals, etc)...Also, maybe make sure the tenants don't put those bleach drop ins in the toilet tank which have corroded my gaskets prematurely.

If this is caused by a leak, fix the leak and then clean up the mold with a mold-treatment product or just a bleach/water solution.
